Blowing in the wind is a documentary film about the reconstruction of a mountain village after the typhoon Morak that hit the country in 2009. The typhoon was the most devastating in fifty years. Just as to most of the inhabitants in Taiwan, a typhoon, to me, is not a mere catastrophic phenomena, but rather something that we live with daily. It is a climatic reality. Working as a benevolent for the website diffusing news and information about the reconstruction of the cities touched by the typhoon Morak, I discovered Laiyi, a devastated village situated in the mountains south of Taiwan, a three hours drive from the village where I lived at the time. In the course of my investigations I discovered that the inhabitants of the village were considering moving from their native land, for fear of not finding a decent place to live because of the current policy.

Blowing in the wind est un film documentaire sur la reconstruction d’un village de montagnes après le typhon Morak, qui a touché l’ile de Taiwan en 2009, ce typhon fut le plus dévastateur depuis 50 ans. Comme la plupart de habitants à Taiwan, un typhon pour moi n’est pas un phénomène catastrophique mais plutôt quelque chose avec laquelle on vit quotidiennement, c’est une réalité climatique.
En travaillant comme bénévole pour un site internet qui distribuait des nouvelles et des informations sur la reconstruction des villes touchées par le typhon Morak, j’ai découvert Laiyi, un petit village dévasté. Ce village est situé dans les montagnes au sud de Taïwan, à trois heures en voiture de la ville où je résidais à l’époque. Au fil de mes investigations j’ai appris que les habitants de ce village hésitent à déménager de leur territoire d’origine, par peur de ne pas retrouver un endroit décent pour vivre à cause de la politique en vigueur.
